- This cartoon map shows Uncle Sam on the roof of the Treasury Building in Washington turning the crank to scatter $68 million dollars from the infamous "River and Harbor Bill" for porkbarrel projects across the states. "The River and Harbor bill," as the New York Times editorialized at the time, "is the great logrolling measure of Congress. . . . Every Congressman who has in his district what by any stretch of imagination may be described as a stream . . . is in the logroll. And thus, as President Arthur said, in a famous veto, 'thus, as the measure becomes more objectionable, it secures more support.'" New York Times, March 5, 1901, p.8.
When Puck's issue of March 6 went to press, the editors apparently assumed that the much-criticized legislation would once again be approved. But they were mistaken. The Times of Tuesday, March 5 reported that Senator Carter of Montana, "all through the lonely watches of Sunday night and Monday morning, was engaged in talking the River and Harbor bill to death." The Times concluded, "Sweet, upon some occasions, are the uses of filibustering." Ibid.
