- In June 1961, Richard Helms testified before a Senate Subcommittee concerning the use of forged documents as Communist propaganda. This map illustrates Helms' testimony as to the widespread distribution by the Soviet bloc of a forged "British Cabinet Paper," purporting to be a secret memorandum supporting the infiltration of African trade unions by Western-oriented individuals.
