- In June 1961, Richard Helms testified before a Senate Subcommittee concerning the use of forged documents as Communist propaganda. This map illustrates Helms' testimony as to the widespread distribution by the Soviet bloc of a forged letter purporting to be from Governor Nelson Rockefeller that - in Helms' words - "spelled out a cynical plan for American manipulation of economic and military aid in order to gain domination of the world."
