In her speech at the "No First Use" Conference, NY, Randall Forsberg addresses the question of how the risk of nuclear war can be reduced or at least prevented from increasing. In this context she presents the purpose of the Freeze proposal, compares the Freeze and No First Use proposals, and discusses a strategy for a near-term change based on these two mutually supportive proposals.
