"Where Hawks and Doves Differ. On the central assumptions of conflicting approaches to problems of military policy, arms control and disarmament" is a dissertation proposal submitted by Randall Forsberg in applying for the Dorothy Danforth Compton, James P. Warburg and Study of Global Issues Fellowships. The proposal is a comparative, analytical study of recent thinking on military and arms control policies in the world's main military systems. The inquiry is based on the view that progress in arms control and disarmament requires that more attention be given to fundamental disagreements on the role of military force in the modern world than has hitherto been the case.
