Outline of a presentation written in preparation for a debate with Richard Burt (not used) which contains a number of discussion points related to the Freeze campaign. The most important among them: The reasons for a Freeze, what a Freeze would and wouldn't stop, the impact of a Freeze on US and Soviet nuclear strategy, the international response to US Freeze proposal and how a Freeze might be implemented.
