- Randall Forsberg explains the plans regarding introduction by the US and Soviet Union of a new generation of "counterforce" nuclear weapons -- weapons designed to destroy nuclear forces and other military targets. She discusses the reasons why the introduction of these additional new weapons and the idea of a "limited" nuclear war is extremely dangerous. The essay also contains evaluation of the projected US strategic programs under SALT II, US strategic programs without SALT limits, US medium and short-range nuclear weapons and Soviet strategic programs under SALT II.
